BOP-003.0501, Deviation to DEAR 970.1504, Contract Pricing, and associated 970.5215 Clauses
This Policy Letter provides an approved deviation to the Department of Energy Acquisition Regulation (DEAR) that allows NNSA Contracting Officers to negotiate more effective fee arrangements in Management and Operating (M&O) contracts. This Policy Letter establishes procedures supporting NAP 4, Corporate Performance Evaluation Process for Management and Operating Contractors (as may be revised), needed to implement the fee deviation.
