To establish and implement a uniform incentive program for repayment of student loans, under the provisions of 5 U.S.C. 5379 and 5 CFR 537, as amended by the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (Public Law 106-398), and the Federal Employee Student Loan Assistance Act of 2003 (Public Law 108-123).
