This directive defines the rules associated with program, support, and field element (National Nuclear Security Administration [NNSA] elements) interaction with the Office of External Affairs (NA-EA) in support of NNSA’s external communications with Congress; the public (including media organizations); state, local, tribal, and territorial (SLTT) governments; and non-governmental organizations (NGOs).
