Establish the process that the National Nuclear Security Administration (NNSA) shall use to ensure its Federal technical employees possess the necessary knowledge, skills, and abilities to perform their assigned duties and responsibilities. It specifically applies to individuals whose duties and responsibilities require them to provide assistance, guidance, direction, or oversight that could affect the safe operation of a defense nuclear facility, including evaluation of contractor activities at those facilities.
